Email hangs up

When downloading or sending email the process often hangs up after about 5 minutes. Sometimes I get the message "The server has failed to respond for 60 seconds" with options to wait or cancel.

I find that the process will start again if I "kick-start" it by doing something else on-line. I usually open internet exlorer and when the email download hangup occurs again I refresh a screen in IE and for some reason the email download/send process resumes.

I use Outlook Express under Windows XP and have a simple dial-up connection.

Is there a fix for this or if not is there anyway I can automatically do something on-line (eg send a ping every 30 seconds or auto-refresh a web page) so I don't have to stand over my PC and keep refreshing a page every time I download emails.

In outlook express go to tools > options >connection tab.
What is checked in here?
