overheating problems!

I have a custom computer used for normal internet and e-mail and light gaming. I am running athlon xp 2600+ and it is said to run at 1.9ghz but it is running at 1.67ghz. Why? Also after about 30 mins. it runs at 118 degrees F. Then it will shut down whenever. it sucks i can never get anything done. Any help would be great.
