Moving from NT to XP.

Hi all, I remember last time when using NT, there is a user manager which can control access to the server.

Now we are setting up a simple file server using just XP Pro, can XP Pro do the same thing?

To an extent it can. XP Pro is a workstation OS and not really meant to act as a server. You are limited to 10 inbound connections so if you have 15 users, at least 5 will be left out in the cold.
