When you first enter the disk and you select the system to boot from the cd, you will be given the message 'Inspecting your hardware configuration'. This is effectively as it says, inspecting your hardware before it attempts to install then fails due to a hardware malfunction. Boot into BIOS(press F8 when you switch the machine on) and make sure your harddrive(s) show up in the boot menu, if they don't - try reconnecting them properly. If they still don't show up, there's a high chance your harddrives are gone with the fairies. Is the cd physically damaged? Have you tried using another repair disk? As it's currently not breaking copyright laws, you can borrow the XP installation disk and install XP on your system, but you MUST have a legitimate license key or you shall be breaking copyright legislations; something we don't support. Try this and if you're still having problems, post back and I'm sure we'll all help to solve the problem:)

my hdd appear to be connected correctly, i double checked. there is something showing up under Sata 1 (which is what my hdd is plugged into) so i am assuming my hdd is showing up, i doubt it is dead since it is new. Ill have to just try another xp disk. ill update as soon as i get a new one.

So i popped in a different xp disc and it appeared to work and said "Setup is loading files (Windows Executive)..." but its been doing that for a good 20 minutes...is that normal?

No. After 20 minutes you should be somewhere halfway through formatting the disk. There's something else up with your new build.
Use another CD unit first, then run MemTest86 on it for a while. Problems with reading and copying from CDs are almost always due to faulty memory.
