My computer freezes every time i put a CD in my CD-RW drive, my computer is brand new, i just finished building it my self, its a pentium 4 3.0 GHz

Put the cd on the secondary ide channel not on the same one as the hdd.
Check that jumpers on the cd drive are set correctly but I guess if you loaded the os they must be.
Can you boot from cd if so this would indicate that the drivers for the cd did not load correctlly
Try and reinstall the drivers for the cd but I have had a similar problem and had to do a repair install of XP. If the repair install don't work then the drive or cable may be bad.
