power supply problem--black and green

hi all,
here is simple question but for me currently it is problem

i have a new power supply from fujitsu siemens for fujitsu computers

before connecting it to the motherboard.

i thought i will test it.

so i shorted the black(ground) and green(ps_on) on the atx connector

i saw that there was a spin in the power supply but after few seconds it stops

now my question is does the spin should come contineous or it is ok.

or there is problem in the power supply.

remember that this is new power supply

i will check again with connecting it on motherboad on my customers pc

but before that i need your good reply

You shouldn't really do that. It stopped spinning because there was no load on it.

Plug it into the motherboard, and turn it on at the case front. It should then keep going and providing power.

but when i connected to the motherboard..it is not spining at all.

i know that the process of shorting the black and green cable is correct.
it will not destroy the power supply ...correct.

but why it is not spining

i checked the same with my home computer. It was on and running fine. so i shutdown first.
i disconnected all the cables from hard disk and cdrom of power supplly

then i shorted the cable black and green..as usual there was few spin (as per you bcoz of less load)

now when i connected the same power supply to motherboard (at my home pc)...it is not running from the main power button...there was no spin at all..

where i am wrong

please give me solution

I would save my time and take it back seince it is new.
I havent had a problem like that with a new power supply.
