System Shutdown Virus (BlasterWorm)

I have the system shutdown virus. I have researched methods to fix the worm, yet none have worked.

I have attempted using Run-CMD-SHUTDOWN-A

I have attempted task manager, yet I have none of the processes listed running

I can not even open up my control panel to change my RPC to "take no action"

Has the virus changed from its earlier form?

I appreciate any advice!!
