Now my computer finally runs properly i can move onto customising it in otherways. One thing im dying to know is how to lock out thingson accounts? Im an administrator, and im curious is it possible to lock out things on non admin accounts like my school does? For example prevent the user from opening the search etc?

Have a look at shared computer toolkit from my signature

If this isn't suitable, could you provide a reasonably detailed list of the things you need to control

Depending on what you need to block, you can create limited user accounts

XP needs an administrator account to install

I'm looking to control some of the following things inside the limited account
-Block search option
-Block access to the control panel
-Block access to the program files

Also is there anyway to allow this account to still be able to install and uninstall programs?
