To flash the BIOS is to reprogram the "brain" of the computer. People do it usually because the computer doesn't recognise a processor they've put in, though there are other reasons.

Flashing the BIOS is risky because if you have a power cut while flashing (the BIOS) it will effectively kill the board. Therefore you should not flash the BIOS unless you have a need to.
