Have you got your own background picture

If they ping back, right click the desktop, click arrange icons, check if auto arrange is ticked

What happens in folders?

It doesnt matter the background. In folders , lets say im trying to drag an item out of a folder it won't budge. I put auto arrange on, but still no difference, can't move any items on desktop.

Is the "Drag and Drop" feature enabled?

Right click on the Taskbar and choose "Properties". Click the "Customize..." button and then the "Advanced" tab. In the Start Menu Items box, is the check box next to "Enable dragging and dropping" selected?

Click Start, then Run, type regedit and click "Ok".

In Registry Editor, expand (click +) HKEY_CLASSES_ROOT, then Interface, then {0000010E-0000-0000-C000-000000000046} and check to see that each of the following keys are present and that their values are as indicated.

NumMethods...SHOULD BE: (Default) Value of type REG_SZ which is set to 12.
ProxyStubClsid...SHOULD BE: (Default) Value of type REG_SZ which is set to {0000030C-0000-0000-C000-000000000046}
ProxyStubClsid32...SHOULD BE: (Default) Value of type REG_SZ which is set to {00000320-0000-0000-C000-000000000046}

Is this what you find?
