First check this.
right click desktop and go to properties/appearance/effects.
see that a check mark is in "show shadows under menu's"

Second choice is from annoyances.org

Disable active desktop.

Right click blank area of desktop => click properties =>
Desktop tab => click Customize Desktop => Web Tab

Make sure all items listed in the box are unchecked.

Now i do have the transparent backgrounds on the desktop icons in XP, but i have never had active desktop running so i do not have a list of items checked in the "web tab". So the second choice will not work for me.

Hi trucker...

Open Control Panel and double click on the "System" icon. Under the "Advanced" tab, in the "Performance" section, click on the "Settings" button. Under the "Visual Effects" tab, look in the listed options for "Use drop shadows for icon labels on the desktop" and make sure it is checked. If it's not, tick the box and click "Apply"...give it a moment to set the change and click "Ok".

Does this produce the desired effect?

Do you have the classic theme running instead of the Luna theme? The classis theme does not let you have transparent bachgrounds on the text boxes.
