Log on with an existing user account that has administrator priveleges.
Now go to Control Panel>User Accounts.
Create a new account and make sure it also has administrator priveleges (ie NOT limited).
Now log off.
Log on with the NEW account you just created.
Go back to Control Panel>User Accounts and delete the old admin user account you no longer wish to have on your PC, or change it to LIMITED if you still want to keep that user account but without it having full admin rights.

Note, the trick is in knowing that you MUST create a new admin user account first, before Windows will let you delete or change the status of an existing admin user.
