At, what seems, random times, my ping spikes to 250+ when it's usually 45~60 (at the site to which I am referring).
I have digital cable internet. From the modem the connection hits our wireless router. From that two labtops in our apartment use the wireless connection, then an ethernet cable goes to my PC.

Is it possible someone is using my wireless connection somewhere else in the building? Whenever it happens, I ask my roommates if they're downloading something, but they say no.

Is it possible to monitor who/what is using my bandwidth(if that is the case)? Is this just something that happens randomly?
Any help would be very seriously appreciated,
