Boot to the XP cd. Do it just as you did before to delete the partition. This time keep going till you get to the formatting. Select the option to format using FAT32. It will (hopefully) format the drive and attempt to reboot. When it starts the restart countdown, eject the cd and turn the machine off.
Boot to the floppy and choose the option to "Start with cd-rom support". It will eventually get to the A:\ prompt.
Put the Win98 cd in the cd-rom drive and close the tray.
At the prompt, type e: and press "Enter".
At the E:\ prompt, type setup.exe and press "Enter".
Let's see how it goes...I'm going to grab a bite to eat while you do all this.

Then it should go to the formatting stage once it does that.
