No mailto registry key

When I click on a mailto: link, it opens up over 70 IE windows and gives me the error 'Action Canceled'. I have looked up fixes for this problem that all lead to editing the HKEY_CLASSES_ROOT/mailto registry key, however, I do not have a mailto key in my registry.

any suggestions for a fix to either problem?
