For both beginner and old designer I recommend Non-designers Design book. She teaches people not only the basics of good design but how it should be used effectively.

Another resource I would recommend:

Pixel 2 Life - http://pixel2life.com (Great tutorial site for programs from Photoshop to Flash to even 3D Rendering)
PSD Protocol - http://psdprotocol.com (Great Pre-Cut Images Site, possibly the best! Pre-Cut = backgrounds are removed.)

Some books I've read that rock:

Layout Workbook
Design Elements: A Graphic Style Manual
Making And Breaking the Grid
Typography Workbook

As a Graphic Design student, I almost live by the Layout and Typography Workbooks. They have hundreds of examples and tips and tricks for layout, etc. Very informative and some of the images are very inspiring.

The sites I have used for research, tutorials and ideas:

Pixel2Life
SnowDrip
555Design

All three have excellent tutorials and very easy to understand. I can't remember which one, but one of them offers some brilliant downloadable PDF's concerning anything from Photoshop intro's, through filter-use and even a tutorial on setting up a professional portfolio.
