There are many methods you can use depending on what you are trying to acheive.
At work I have created many Project Databases that are used by staff from various departments.

My typical approach is to create a simple splash form with text that confirms the Project and purpose in a large font with a continue and exit button. I then use a an autoexec macro to maximise the database and open the splash form.
