Css content Div not lining up with page

I am having problems wiht my CSS, i forgot to put he doctype in the HTML document and now my content div does not line up witht the edge of the page, can anyone tell me y?

here is my css for the content div, if you want any more info please ask.

margin: 60px 20px 20px 20px;
border: 20px solid #505050;
width: 96%;
height: 100%;
top: 0px;
left:0px;
Right:10px;
padding: 120px 20px 20px 180px;
z-index: 10;
background: #ffffff url('/images/front.gif') bottom left no-repeat;
}

my doctype tag is:

I have tried adjusting the width % to a lower value, it works on higher screen resolutions, but it does not resize my contents to the page!

I thought the idea of the width % value was to make it xx% of the page width? or am i barking up the wrong tree!

someone please help me!
