Adding Languages to Vista - Keyboard

How would I go about adding Thai language to Vista? I have a Thai keyboard and with windows XP, it allowed me to add Thai (and other East Asian Languages during setup), but windows Vista did not give me this option.

Is there an add on program for Vista for allowing my Thai keyboard to work properly?

I'm an MSDN subsricber and I'm using the latest vista RTM release.
