Whenever I start up Windows XP on my computer I get the following error message.

"SmartBridge Alerts: BTHelpNotifier.exe Entry Point Not Found"

"The procedure entry point GetProcessImageFileNameW could not be located in the dynamic link library PSAPI.DLL"

I'm new to computers so in dummy language, what does this mean and how do I resolve it? It does it every time I boot.

My first guess would be that this is a reference to a program or driver that you've removed so it's failing to load.

You may be able to resolve this using the System Configuration Utility. To do so go to Start > Run > msconfig.

On the screen that comes up click to the StartUp Tab. Look through the list and see if you see a reference for the BTHelpNotifier.exe. If there is an entry, uncheck the box for it.

When you click OK you'll be prompted to reboot. Do so, and hopefully the error message will be gone.

Sometimes that does not help because it comes back upon every restart of the computer.

Heres one microsoft MVP's answer to a similar problem.

This error message may be due to a program or programs (currently identified
"culprits" include Motive SmartBridge, Hal Screen Reader and Supernova
Reader Magnifier by Dolphin) that ship with an older version of PSAPI.DLL
Entry Point Not Found
The procedure entry point GetProcessImageFileNameW could not be located
in the dynamic link library PSAPI.DLL

To work around this error:

Navigate to the installation location for SmartBridge (\Program
Files\Verizon...\Smart...)
Find PSAPI.DLL and rename it to something like PSAPIOLD.DLL
Reboot the system
The program will find the new PSAPI.DLL in the \Windows\System32 directory
and function normally.
