Sound like it's probably the power supply. Power supplies fail often in laptops becasue of their compact size, and high operating temps. Maybe somebody else can provide more insight, but $300 sounds expensive.
Just a quick search shows the t30's use Ultrabays.

Hey,
You can use your ultrabay devicese on any ibm laptop that has an ultrabay, i do
after the plug play is done your ready to go!

Hi
Just a suggestion, but have you tried removing the battery completely from your laptop before powering up, and just running on mains?
I once had a laptop with a fried battery, which presented these symptoms...
if it works replace the bat, if not sorry!

I have the same problem with my T20 but even when i take out the batteries it still wont start!!!! please is there anyone who can help
