Blocking websites using windows server 2003..

Hi, im trying to block websites for specific organizational units in Windows 2003 server, but i cant use my router to block them, ive tryed going through the group policy editor ..\user configuration..... \security zones & content rating and adding websites but doesnt seem to work.. any help about blocking websites woulb be helpfull ..
