it's that java runtime environment....it's installed when you install java

It stands for "Java Runtime Environment"

It allows you to run java-based applications and web-page applets on your PC. Examples are the file-sharing application Limewire which won't even install if the Java runtime isn't installed. Website applets (small programs) are things like Java-based online arcade games at sites such as
http://www.javagameplay.com/, and the broadband speed checker at:
http://www.javagameplay.com/
