I know Firefox has speed tweaks (there is even a guide to tweak Firefox on this site) and it also has programs to tweak it for you. Are there any programs or guides to tweak IE 7 for better performance and speed?

None that I can think of except Speed Gear. I don't even know if that works with web browsers anyway.
