Desktop is not appearing

Hello.
There is no desktop image on my computer, it's just blue. The icons are all there. When you would right click on the desk top and go to properties and then display properties to change the image, you can't. It's all gray and you can't select anything. When you first turn the computer on you see an image but no icons but soon it all goes to the blue screen with the icons. How do I fix this?

First things first...can you do a sfc_/scannow off the Start>Run> If so, run it, and try again to reboot...
