So my brother had his laptop open and our cat decided to jump on the keyboard. It went to a blue screen and then he restarted it and now it goes to the start up screen where I can hit F2 for BIOS or F12 for boot option (which just gives me the option of what order to boot in). It then proceeds to another black screen where it gives me the option to start recovery, if not selected it will try to load windows but will only say "READ DISK ERROR". If I go to start recovery it says one of the files is missing can not start recovery. I tried unplugging the HD, thinking it was a connection. Nothing. I want to start in safe mode but how do I get to it? I tried everyything. It wont give me the option to start in safemode. ANy help would be appreicated. thank you.

If you press F8 during boot up you should get the option for safe mode. Do you have a windows install cd or a system recovery cd?

If that doesn't work you can allso check in you'r bios does it recognizes you'r HD.
If the detection is set to user then u should try automatic detection to se if is detected. (on manual it can be set and if it does not hava a HD it will stay the same.

it could be that its trying to boot from a floppy drive, if u dnt hav one, u wil need to state that in the bios, shud be under drive A, set it to none. also, the boot sequence mite have changed, try settin it to cdrom, then hard disk, then other.
