Missing SKY16V3C.DLL file

I am trying to move a check writing file from an old comp running windows ME to a new comp running XP using a Lexar 1gb stick I am using windows explorer and drag and drop. when i try to start the program in new comp. it says File Error is in heading and it says Cannot find SKY16V3C.DLL . When I hit close I get another window titled Can't run 16-bit Windows program It says cannot find file C:\PROGA~1\VCPERS\VC_PERS.EXE (or one of its componets). Check to ensure the path and filename are correct and that all required libraries are available.

now when i search the program it has the .exe file in it so now what do I do?
