I would like to know if I can delete old Hot Fixes.

If you mean uninstall them via 'Add/Remove Programs' the answer is no unless you are sure you no longer have the application for which the hotfix was released. For example, if you installed a hotfix for Microsoft Word and now no longer have Word on your PC, you could then also remove it's related hotfixes. If that's what you mean by "old hotfixes" then indeed you may remove them.

Of course, there's nothing to stop you uninstalling any hotfix, but you must be aware that if you do, the fix can longer do it's job.
