Computer won't get into windows

I cannot run a log simply because my computer won't get past square one (start up)
It almost gets to the login page just before it restarts itself.
I'm wanting to maybe just re-image the computer, because i just bought it and there isn't any important files on it. It has an unknown virus because I didnt install my norton security first.
Once I saw the alert, and installed norton and then I restarted it and it just won't get back.

Can I please get some directions into how to start over again?
