Monitor Will not turn off ! Please Help

I have Windows XP Professional and recently I cannot get my monitor to shut down with the power mode settings, I have disabled my screensaver and set the power mode for the monitor to shut down in 20 minutes? Nothing has worked, can someone please help !! Is there something in the Bios that I need to adjust? Thanks for any help...... :whistling:
