Nero Vision Express will do this. The one in Nero 6 can handle it.

Alright, let's open Nero by clicking on Start, All Programs, Nero 7, Photo and Video, Nero Vision. Put your mouse over the Make DVD, and select DVD-Video in the menu that appears. Now, import all the scenes you want to show. Click on Next. Nero will now import the video. Click on Next. You can now make your menu! Explore around a little bit for what you want, click on the Edit Menu button to see even more options. Enjoy!
