What's the best software for editing images?

What I basically want to do is like cut off somebody's head and stick it onto another change the scenery behind the person.... so I've used stuff like GIMP but that's complicated and I want something easy to use... know any?

Have a look at Paint.net 2.72 from my signature, you need .net framework 2 installed
