Microsoft Outlook wont open

When I try and open Microsoft Outlook 2003 it gives me this message:

MAPI was unable to load the information service MSCON.DLL

I have tried uninstalling, reinstalling. Installing Office 2007, reinstalling Office 2007. But nothing seems to work, so I have my old 2003 again. Can you help me out?

I have included a screen shot.
