Windows doesn't really need to advertise on TV it never has XP and 2000 didn't get huge marketing campaigns on TV, if you need to know what it is you're probably already looking in the place they are advertising it.

Bill Gates is touring, he is all over the news and was on Jon Stewarts' Daily Show. I think it was in
China that there were lines similar to the Playstation3 craze for Vista. I agree though, I think installing a new OS is kind of intimidating for a lot of people, and if your interested in it you WILL find enough about it on the internet.

On another note, I hate those Apple commercials.

I got some "Live" adverts sent to me yesterday. http://www.communicationevolved.com/

I remember the XP commercials, they used the Rolling Stones song Start me up. I remember the mouse moving towards a cool colourfull start button and that was about the main highlight...

I'm sure there would be more ads after the initial days of it's sale, when shelves are totally stocked. If there is a mad rush to get something, you dont need that much advertising as the media and word of mouth do it for you. If there is a sudden bombardment of ads, (like the mac ones) they probably aren't getting sales as good as they expected.
