You are wishing to update the driver for your Radeon graphics card -- right?
Assuming the Radeon is already installed with an existing driver, do this:
1. Control Panel -> change to "Classic View" if it's not already.
2. Click 'System' then the 'Hardware' tab, then 'Device Manager".
3. Right-click the entry for the Radeon and choose 'Update Driver'
4. Choose "No not this time" if asked if you want Windows to search the internet.
5. Click 'Next'.
6. Choose "Install from a list or specific location".
7. Click 'next'.
8. Untick "Search removable media" if the inf file is on your PC.
9. Tick "Include this location in the search", then click "Browse".
10. Navigate to folder where the inf file is located and click "OK"
Windows should find the file and install it.
