may be too late, but to address the original issue
"Can anyone help me ASAP, im having a problem with my microsoft office 2003. everytime i try to start one of the office programs i get the message 'microsoft office has not been installed for the current user please run setup to install application"

are you using windows vista? if so, it may be the user access controls, (UAC). the UAC can cause the issue in office. you can turn of the UAC i have had to do it for some other issues and other programs that the UAC was causing problems with it, and others are experiencing the same issue

before turning off UAC please read about UAC

For XP sp3 and Office 2003:

See kb 811151.

I had this problem repeatedly. I found that I had a corrupt user profile. The messages about outlook and office were "red herrings".

I followed KB811151 explicitly and problem has been resolved.
