DVD/CD Drives not being recognized

hey guys got a little issue here.

Last week I took my PC apart and cleaned all the dust out of the computer and removed and replaced the thermal paste on the processor.
(and yes I was wearing a static wrist strap and took the necessary precautions)

put everything back together and now...my DVD and CD drives are not being recognized

-when I'm in the BIOS I have everything to detect "auto"
-at the main boot screen it detects my hard drives but does not detect my Disk drives
-I am using an 80 pin IDE cable for the two
-everything is securely connected to the drives and the IDE slot on the MOBO
-I do have power going to both disk drives but the BIOS does not recognize the drives
-went into Device manager and still no luck

-could the IDE cable shorted out?

anyhew I'm going to see If I have another IDE cable kickin around to see if that is the issue

-but in the mean time...any suggestions?
