Windows can't be shutdown/restart

has anyone encountered a system that cannot be properly shutdown or restart?

i encountered a computer that can't be shutdown through START -> TURN OFF COMPUTER. although i could turn-it off by pressing the switch or On-Off button of the system, or by CTRL+ALT+DEL or window task manager, i still like to know how to bring it back to normal.

how do i solve this prob? the OS is windows XP pro.
