So you want to remove their ability to change skins?

Import them into the skin manager.

where would I find this? in the ACP, under the section "Skinning and Styles", I see Board Wrappers, Images, and Manage Style Sheets. None of these seem to have a skin manager however.

There is no "Import Skin" in invision free?
You have to remember that the "Free" version that you are using is severely limited compared to the full version that we use here. What you ask may not be possible using the free version.
