My moniter is HISSING at me!

Hey all. I've had my computer and all it's origional componets for about three, almost four years now (Its a Dell Dimension desktop). Earlier this year however, my moniter started acting up on me. It has started to hiss and/or give off a really high pitched noice whenever I visit a light toned site. When I minimize the screen to my dark blue desktop background, the hiss goes away, or at least becomes less noticable.

Also, I just noticed a few weeks ago that I now have a black border around the perimiter of the screen. It is about half an inch on the top and bottom of the screen, and three quarters of an inch on the left and right sides of it.

Is there a way to fix any of these things, or should I just invest in a new moniter?

sounds like your monitor is on it's way out...they're not SUPPOSED to make audible noises....something's going bad...and with the price of LCD monitors these days...an old CRT isn't really worth saving
