motherboard will not boot to cd-rom

I bought a gigabyte ga-8vm800odm7r motherboard and 3.2 intel pent 4 processor and rebuilt my computer with a new tower everything did fine as far as hooking up and turning on but when I go into bios and reset to boot from cd-rom so I can reinstall windows it will not do it it does not save what I install I have a sony dvd-rw 18x dru-830a writer I also have sata and ide hard drives installed so what could be the problem?

are the optical drives being detected in bios? also try turning off "quick boot" or anything that mentions an abreviated boot kind of situation. check all the jumpers and cables to make sure they're correct
