I want to make a phone call to someone out of state and avoid the long distance charges.

I found this program called iCall - http://www.icall.com/ - it claims you can make 100% free phone calls within the US. Is this true and is there any charges that will arise from this or is it really free?

never heard of the program. I would recomend trying skype or just using a cell phone. somewhere along the line they have to connect to the phone system and the telco's charge them for that. It's called an interconnect fee.
