PC keeps rebooting

Hi,
PC is running Windows 2000. I power it up and it gets to the Windows Screen and then reboots. It does the same thing if I try to boot up in Safe Mode. Could it be a Power Pack problem?
Any help would be greatly appreciated. Thanks

Hi. Have you made any changes to the system recently? Have there been any electrical storms or power outages?

Not that I know of. It's my brother's PC. He uses it to sell on Amazon and surf mostly. I don't think he knows how to change anything on the system. He did say that it may have a virus, because he thinks he saw some big file being downloaded, that he didn't authorize. And that's when the problem started.
