Which Photo program to purchase?

I am thinking of buying a photo program. The free downloads are pretty limited.
I am not going to do anything real fancy. However, I do want to be able to add text to a photo and also make up a Christmas card greeting with several photos and captions.

Do you have any programs to suggest...best for the low budget.

as a free one have you checked out "the gimp"? it's open source and about as close to photoshop as i've seen in a free program...it can be a little funky to learn all the bells and whistles...but there's alot of documentation online

also...for another quick easy free on...google paint dot net (or paint.net?) it's a free upgrade to MS paint...makes it ALOT more like photoshop
