I assumed it was simply over heating, but I want to know how to fix it.
I currently have a portable fan blowing into my system to keep it cool.

If you didn't do it, I have no idea why your system is giving you that message. Try accessing the bios and loading the default values.
if your computer is at 83c then you shouldnt have it on thats extremely hot. it may not be overclocked then, it maybe your heatsink isnt placed correctly on the cpu causing serious heat. you should shut it down asap. also, are you on a desktop or laptop?
