Transmit Data Rate Going Crazy....Help Plz

Im running Windows XP

And have supposedly got 576 KBPS Broadband from tiscali.

But recently ive noticed that most of the time my Transmit Data bar is going crazy and maxing out all the time.
Also, i sometimes catch task manager saying the cpu usage is 101-500% which i dont see how its possible

Ive tried firewalls and antivirus but i cant stop it transmitting.....
