Steam freezes my computer

Hi. I have Steam problems. After turning to Steam support, I got no help, and came here. The problem is, every time I activate Steam, my PC slows to a ridiculous level. Task manager (after taking about 45 seconds to appear) shows 100% CPU usage. I have taken a number of steps with no results. The one thing I left out when talking to Steam support was the fact that awhile back, I had a pirated steam copy with HL2 and CS:S. I loved HL2 so much, I felt bad, and bought a copy. This was after Steam had run an update and thereby left my copy unusable. I can't run Steam. Period. Yeah, pirating was WRONG, sorry, but I paid for a copy of HL2 Game of the Year Edition, and now I am out 40$. I can't for the life of me figure out what's wrong.

Yes I have, and I am trying again as we speak. On a side note, my friend also had the pirated version, which was destroyed after an update, and his steam works just fine. Perhaps this is due to my trying to install my brothers copy of HL2 on my PC while it was still registered to his account. This was my bad, he said he didn't want to play anymore, and if I wanted to install it, it was fine by him.

Ok, so I re-installed it, and after login, my PC slows drastically as before and after about a minute, it says I can't connect. My connection is fine, and Steam is allowed through the firewall. Help.
