How to activate Bluetooth Devices in Control Panel?

I have Dell Latitude D620, and a Bluetooth Devices icon is not in the Control Panel. I tried doing Start - Run - bthprops.cpl but it still doesn't work. Can someone help?

from research (hard to do sometimes with dell)...doesn't look like the "bluetooth" module is a default option...are you sure that you've got bluetooth on the LT?
