My monitor is set to turn off after 20 minutes but as soon as it goes to sleep it turns back on and won't turn off again. Anyone know what the problem is?

If the monitor has always behaved in this manner it may not be compatible
with Windows power-saving features.

It just started doing this. I turned some startup programs off and i think i might of turned something off that i shouldn't have. here is my startup list.
