Why is when I click on a smiley/emoticon address (?) from websites that offer them the smiley does not post, just the address?

No, I guess I didn't explain the problem correctly. If I go to a website like websmileys.com and use these instructions:

How to use emoticons in a forum message
When you choose an emoticon, click on it and copy the text from the box (Ctrl+C).
Paste the code in the message (Ctrl+V).
Post your message and the emoticon will be in your message.

The emoticon does not post in the message, just the code.

notice that they have two versions of the IMG code on websmilies....depending on the forum software they're image tags might be different

Well, neither will work on this particular forum I am trying. And there isn't an option to pick to use emoticons, but I know they work as others use them. Maybe I have to have them downloaded on my computer. Would this change anything?

Now the color and font aren't working on this site. IS IT MY COMPUTER?

the color and font didn't work because you didn't close the tags correctly...to do what you wanted as far as the color and font...type your post...then highlight it all...then press teh color and font buttons that will wrap the post in the proper tags....if you look at what you posted, the [/size][/color] tags are before your post...if you moved those two to the end it would fix it

contact the admin of the board you're having smilie issues with and ask them about the format of image posts...
